WAZIRI SULUHU KATIBA MPYA INALENGA KUIJENGA TANZANIA YA SASA NA IJAYO


NA SUSSAN UHINGA,TANGA.
WAZIRI wa Nchi Ofisi ya  Makamu wa Rais Muungano,Samia Suluhu amesema uandikaji wa katiba mpya unalenga kuijenga Tanzania ya sasa na siku zijazo hivyo ni wajibu wa kila mmoja kuwa makini katika kila hatua ili kuweza kufanikisha mchakato huo.
Suluhu alitoa kauli hiyo  wakati akifungua Kongamano la Wazanzibar waishio bara katika hotuba yake iliyosomwa na Mkuu wa Mkoa wa Tanga,Luteni Mstaafu Chiku Gallawa na kusema kwenye mchakato huo,tume ya mabadiliko imefanya kazi nzuri ya kusikiliza maoni ya wananchi kwenye maeneo na makundi mbalimbali.
Alisema ofisi yake imeona umuhimu wa kufanya tathimini ya miaka hamsini ya utekelezaji kwenye masuala ya muungano na kuweka mwelekeo mzuri wa kushughulikia masuala hayo ikiwemo maoni yaliyokusanywa na tume ya mabadiliko ya katiba.
   
“Kuna haja ya kupata maoni ya makundi haya kwa umahususi wao,katiba ni mali ya Taifa na dira yetu sote pamoja na mwongozo muhimu kwa taifa ili kuhakikisha linasonga mbele “Alisema Waziri Suluhu.
Aidha alisema kwa kuzingatia misingi hiyo ni wajibu wa kila mmoja wetu kubaini kuwa hakuna aliye na haki zaidi ya mwengine katika mchakato huo na kueleza katiba bora ni ile inayotokana na watu pia inayoakisi matakwa ya watu kwa kulenga kujenga na kustawisha maisha ya wana chi husika.
Aliongeza kuwa wakati huu mchakato wa katiba mpya unaendelea ni vema kila mmoja wetu atambue kuwa nchi yetu ina bahati kubwa sana kwa mwenyezi mungu kuijalia mchakato huo kuwa  katika mazingira mazuri ya amani na utulivu kwani ni nchi chache sana duniani zilizojaliwa kuandika katiba zao katika mazingira hayo.
Alieleza kuwa nchi nyingi sana zinapofikia uamuzi wa kuwa na katiba mpya baada ya machafuko, vita, mifarakano na hata mapinduzi yanayosababisha umwagaji wa damu lakini watanzania wameamua kufanya jambo hilo kwa dhamira njema   na katiba inayokidhi mazingira ya sasa na kuharakisha maendeleo kwa wananchi wake.
    “Rai yangu kwa mkusanyiko huu na watanzania wote kwa ujumla ni kwamba tuzidi kuvumiliana  na kuwa watulivu katika mchakato huu na kila mmoja wetu aweke mbele maslahi ya taifa  na katiba tunayoiandaa sasa iwe msingi mkuu wa kudumisha amani,mshikamano na umoja wa taifa letu kwa kizazi cha sasa na kijacho “Alisema Suluhu.

MTANZANIA MMOJA AJERUHIWA KATIKA MAUAJI YA WESTGATE NAIROBI

UBALOZI wa Tanzania, nchini Kenya umesema raia wake moja alijeruhiwa juzi wakati wapiganaji wa Kikundi cha Al Shababu walipoteka jengo la Westgate mjini Nairobi. Taarifa iliyotumwa na Ubalozi wa Tanzania jana, ilimtaja raia huyo kuwa ni Vedastus Nsanzugwanko ambaye ni Meneja katika Taasisi ya Kimataifa ya Child Protection, inayofadhiliwa na Shirika la Kuhudumia Watoto Ulimwenguni, (UNICEF).


Taarifa hiyo,ilisema Nsanzugwanko amejeruhiwa kwa risasi na magruneit katika miguu yake yote miwili na amelazwa hospitali ya Aga Khan.

“Anaendelea kupatiwa matibabu, huku hali yake inaendelea vizuri, hata hivyo ubalozi unaendelea kufuatilia kwa lengo la kupata taarifa zaidi endapo kutakuwapo na Watanzania wengine katika tukio hilo,

“Majeruhi huyu bado yuko hospitali na hatujaweza kumpiga picha,” ilisema taarifa hiyo,”ilisema taarifa hiyo.

Katika hatua nyingine, Ubalozi wa Tanzania nchini Kenya kwa kushirikiana na Uongozi wa Chama cha Watanzania wanaoishi Kenya (TWA), umeandaa utaratibu maalumu utakaowezesha Watanzania waishio Kenya kujitokeza kwa ajili ya kutoa damu.

Wakati huo huo, Umoja wa Mabalozi wa Nchi za Afrika ulikutana na uongozi wa Wizara ya Mambo ya Nje kwa lengo la kuwasilisha salamu za rambirambi kutoka kwa wakuu wa nchi zao. Taarifa zinasema wajumbe hao walikutana na Rais Uhuru Kenyatta na kutoa

WATUMIAJI wa simu wapatao milioni nane wapo hatarini kufungiwa simu zao ifikapo mwishoni mwa mwezi huu, Tanzania Daima limebaini.

Tayari Mamlaka ya Mapato Tanzania (TRA) imeziandikia kampuni za simu waraka wa kuzitaka zianze kukata kodi mpya ya laini (simu card) mara moja kuanzia Julai 30, 2013.
Kwa maana hiyo kila anayemiliki laini moja ya simu atakatwa sh 3,000; anayemiliki laini mbili sh 6,000 na anayemiliki laini tatu sh 12,000, lengo ni kuhakikisha serikali inakusanya sh bilioni 178 zitakazopelekwa kwenye bajeti kuu ya serikali.
Watumiaji wa simu sasa watalazimika kulipia kodi hiyo ya miezi mitatu ya Julai, Agosti na Septemba kwa wakati mmoja.

Bunge kupitia Kamati ya Bajeti inayoongozwa na Mbunge wa Bariadi Magharibi, Andrew Chenge (CCM) lilitaka kuwapo kwa kodi hiyo ili kusaidia shughuli za bajeti ya Serikali Kuu.

Kupitishwa kwa kodi hiyo kuliibua malalamiko ya wanasiasa dhidi ya Chenge anayelazimisha kuwapo kwa kodi hiyo, huku akishindwa kuamini kwamba kuna Mtanzania anayekosa sh 1,000 kwa mwezi kwa ajili ya laini ya simu.

Malalamiko hayo yaliendelea hadi kwa wananchi na baadhi ya wabunge wa Chama cha Demokrasia na Maendeleo (CHADEMA) waliotaka posho za wabunge zipunguzwe ili kuziba pengo hilo badala ya kuwabebesha wananchi mzigo.

Inadaiwa kwamba msimamo wa Chenge unaungwa mkono na Spika wa Bunge, Anne Makinda, jambo lililosababisha kutojadiliwa kwa hoja binafsi ya Mbunge wa Kawe, Halima Mdee (CHADEMA) iliyohusu kodi hiyo katika mkutano wa Bunge lililopita kwa kisingizio cha kukosekana kwa muda wa kufanya hivyo.

Hata hivyo, takwimu zilizotolewa na kampuni za simu zinaonyesha kuwa miongoni mwa wamiliki wa laini za simu milioni 22; milioni nane wanatumia chini ya sh 1,000 kwa mwezi.

Baada ya malalamiko hayo, Rais Kikwete alikutana na wadau wa mawasiliano ambao ni wamiliki wa kampuni za simu Tanzania (MOAT), Naibu Waziri wa Mawasiliano, Sayansi na Teknolojia, January Makamba na Waziri wa Fedha, William Mgimwa, kisha kuwaagiza waiondoe kodi hiyo.

"Rais alisema lengo kuu la mkutano huo liwe kupendekeza jinsi ya kuziba pengo la sh bilioni 178 zitakazopotea katika bajeti iwapo kodi hiyo itafutwa.

"Alisema hawezi kuifuta moja kwa moja kodi hiyo, bila kutafuta njia nyingine za kupata fedha kujazia pengo litakalotokeza huku tayari Bunge limezipangia matumizi," alinukuliwa Makamba baada ya kikao hicho na rais.

Kwa upande wake, rais alikaririwa akiwaambia wadau hao wa mawasiliano kwamba: "Nakuombeni kaeni pamoja, wekeni bongo zenu pamoja, wekeni akili yenu pamoja tutafute namna gani tutajaza pengo hili la sh bilioni 178 endapo tutakubaliana kuwa kodi hii inawabebesha wananchi mzigo mzito, na kuwa pengine menejimenti ya kodi yenyewe ni ngumu."
Licha ya agizo hilo la rais kutekelezwa kwa MOAT kutakiwa kuongeza kodi nyingine iitwayo 'Excise duty' kutoka asilimia 14 hadi 17 bila kujali kwamba katika Bunge la bajeti kodi hiyo iliongezwa kutoka asilimia 12 hadi asilimia 14, tozo hiyo ya laini za simu haijaondolewa.
Wachambuzi wa masuala ya siasa na mawasiliano walisema kutojadiliwa kwa mabadiliko ya kodi hiyo ya simu ni dalili kwamba Waziri wa Fedha amezidiwa nguvu na kiti cha spika kinachounga mkono hoja hiyo ya Chenge na kushindwa kutekeleza agizo la rais.
Wataalamu wa mawasiliano walilieleza gazeti hili kwamba kuongezeka kwa kodi hiyo kutaifanya Tanzania kuwa na kiwango cha juu cha kodi kuliko nchi nyingine za Jumuiya ya Afrika Mashariki.

Ushauri wa wataalamu hao ulibainisha kwamba kuongezeka kwa kodi hiyo kunaleta nafuu kidogo kuliko ile ya laini za simu inayomuumiza zaidi mwananchi wa kawaida:CHANZO TANZANIA DAIMA
